The Netherlands occupies leading positions among industrialized nations in a number of sectors of industry and agriculture. Many bilateral projects have been successfully fulfilled in these areas, many others are ongoing. What can be done by government authorities to facilitate these projects? Which role should small and medium size enterprises play in this cooperation? Regional development, preservation of existing jobs and creation of new production facilities are common to both countries although each country has its own specific distribution of powers between central and local governments, legislative and executive branches of power, budget financing and taxation as well as regulation of financial markets and banking systems.

The influence of the politics on the business development and investment climate in Russia is still a key element. Administrative reform, reform of the electoral system and initiatives of local legislative and governing bodies should reduce the bureaucratic burden, relief entrepreneurs from the heavy state supervision, promote a genuine free market in Russia and reduce the grip of monopolies. What are the basic principles of the state and private sector partnership?
